Minnesota paperwork: Household Goods Mover Permit, estimates, and claims
Before an intrastate Minnesota household-goods job, the mover needs a MnDOT Office of Freight and Commercial Vehicle Operations (OFCVO) Household Goods Mover Permit (Minn. Stat. 221.121; CVO household goods). Look up Household Goods on the OFCVO carrier search (Look up a transportation provider; AgencyVar=OFCVO). Match MnDOT # and the Household Goods row’s Authority Status. Do not treat a For Hire Property Carrier / motor carrier of property Certificate of Registration (Minn. Stat. 221.0251 — “other than household goods”) as the HHG gate. Advertising must include the assigned authority number (Minn. Rules 7800.2400). Complaint: MnDOT form or 651-366-3661 (CVO complaints; complaint form). Interstate: FMCSA.
A household goods carrier may give a verbal or written estimate. The carrier shall then issue a written order to the driver showing the shipper name and pickup address, delivery address, pickup time, items, and the estimate of charges; revisions at pickup are noted on the order and signed by the shipper; a copy of the order or estimate goes to the shipper (Minn. Rules 7800.2000 subp. 1). Minnesota does not print a $500 / five-day oral-estimate waiver. Movers must maintain a tariff and charge those tariff rates (Minn. Stat. 221.161; Minn. Stat. 221.171). Bill of lading and freight bill: Minn. Rules 7800.2900.
Valuation — cite the rule, not a FAQ. For an intrastate move, unless the shipper expressly releases the shipment to a value of 60 cents per pound per article, the carrier's maximum liability is the lump sum declared by the shipper or $1.25 for each pound of weight in the shipment, whichever is greater. If the shipper does not insert in the shipper's own handwriting either a declaration of actual value or the words “60 cents per pound per article,” the shipment is deemed released to $1.25 times the weight of the shipment in pounds (Minn. Rules 7800.2100). At loading, the carrier shall call attention to released value as fixed in its tariff and 7800.2100 (Minn. Rules 7800.2000 subp. 2). Carrier cargo filing floor: $50,000 Form H (Minn. Stat. 221.141, subd. 4) — that is a carrier insurance filing, not shipper coverage.
Claims: overcharge and loss/damage claims adjusted and paid within 90 days unless protested in writing; acknowledge within ten days (Minn. Stat. 221.251). No shorter filing window than nine months after delivery; suits within two years and one day from written disallowance (Minn. Rules 7800.3600). Interstate jobs use FMCSA Part 375 (Protect Your Move). Default interstate valuation is Full Value Protection unless waived in writing (49 CFR 375.201). FMCSA Search by State for MN returned 412 Found on 2026-08-31.
Minneapolis scale, obstruction permits, and access
Minneapolis has 429,954 residents. Neighborhoods: Uptown, North Loop, Northeast, Loring Park, Whittier. Bloomington, Brooklyn Park, Plymouth, and Edina are not city guides here. Allowed Minnesota city pages are Minneapolis, St. Paul, and St. Louis Park. Obstruction of right-of-way permit. City of Minneapolis: a permit is required to block a lane, street, sidewalk, or alley, or to hood parking meters. Apply on ROWay (obstruction permit; ROWay). There is no cost for the permit. Other fees may apply for closing a travel or parking lane, hooding parking meters, money lost from parking meters, and traffic control agents — no dollar amounts on that city page. Notice on the city page: 24 hours to hood parking meters; 48 hours to post “No Parking” signs. Public Works: 311 or 612-673-3000. The city’s Moving permit is for moving a building, issued only to MnDOT-licensed building-mover contractors — not a household-goods van permit (moving permit).
ROWay meter hooding and residential moves. Parking meters are hooded at $25 per meter, per day, including for moving trucks (ROWay terms). Temporary “No Parking” sign applications: minimum of 7 business days in advance (ROWay). The city obstruction page prints 48 hours — copy both; do not silently prefer one. Residential and commercial moves: the City of Minneapolis will not post temporary “No Parking” signs; the resident and/or moving company must secure parking. Lane-use fees effective January 1, 2022 (LF/Day), Downtown / Arterial / All Other: sidewalk $1.20 / $0.60 / $0.40; parking $0.20 / $0.10 / $0.10; bike/bus lane $0.80 / $0.40 / $0.30; moving/turn lane $0.60 / $0.30 / $0.20; alley $0.20 / $0.10 / $0.10. Downtown bounded by I-94, I-35W, Mississippi River, and Plymouth Ave. N. Uptown, North Loop, Northeast, Loring Park, and Whittier are Minneapolis neighborhoods, not separate city guides. No official neighborhood curb fees.
Alleys, commercial vehicles, overweight. Minneapolis Code 478.180: commercial trucks in public alleys only as necessary to load or unload, not to exceed thirty (30) minutes. 478.200: double parking only if curb access is blocked, not to exceed fifteen (15) minutes; no commercial truck double parked in a parking-meter area; no truck double parked 7:00–9:00 a.m. or 4:00–6:00 p.m. 478.240: no vehicle more than 6,000 pounds or registered gross weight more than 9,000 pounds, nor any commercial vehicle, in or abutting R1–R6A unless actually loading/unloading or providing services (Municode ch. 478). City no-parking webpage: overweight vehicles in residential neighborhoods — no parking for vehicles over 10,000 pounds unless loading, unloading, or providing a service (no-parking rules). Copy both the 6,000 / 9,000 ordinance figures and the webpage’s 10,000 pounds; do not silently prefer one. Driveways and alley entryways: no parking within 5 feet.
Curb rules, peak season, and winter weather
Obstruction permit, not a building-moving permit
Closest official household-moving-van tools are the obstruction-of-right-of-way permit (no cost for the permit; meter hooding $25/meter/day on ROWay) and self-secured parking — the city will not post temporary No Parking signs for residential or commercial moves. City notice 24 hours to hood meters and 48 hours for No Parking signs vs ROWay 7 business days for No Parking signs — copy both. The construction Moving permit is for moving buildings, not household-goods trucks. Street Use permits cover dumpsters and storage containers in the ROW; that page does not say moving van. Alleys, double parking, snow emergency
Public ROW includes public alleys. Commercial trucks in alleys: not more than 30 minutes to load or unload (478.180). Double parking: 15 minutes, not in meter areas, not 7–9 a.m. or 4–6 p.m. (478.200). Snow emergency parking rules: Day 1 from 9 p.m. — do not park on snow emergency routes (red signs / blue street-name signs) until fully plowed; Day 2 from 8 a.m. — odd side of non-routes; Day 3 from 8 a.m. — even side of non-routes (snow parking rules). Alley plowing usually takes 12 or more hours. During winter parking restrictions, obstruction permits are invalid for overnight parking and use of the even side of a street.
COI and freight elevators
COI, freight-elevator windows, and dock rules are building / HOA / condominium requirements, not a city household-van permit. The city's Insurance Certificates page is for Minneapolis businesses; the Elevator Permit Application is for elevator equipment work. Ask the property.
